The Meghalaya State Lottery is a legal Government lottery in India conducted by the State Lottery Department of Meghalaya with permission of the Ministry of Home Affairs, Government of India. The permission was given on the 2nd of April 1982 under Clause 1 of Article 258 of the Constitution of India.

The Lottery was started after the approval of the Cabinet. Initially aimed at mobilizing additional resources and income in the State, the earnings from this legal lottery have been utilized for the development of sports and games as well as other development works in the State.

Word of Caution

Although the lottery is legal in Meghalaya and government-backed, NO DRAWS HAVE BEEN CONDUCTED IN THE STATE SINCE 2007.

The Meghalaya Lottery Scam

Several top websites have been publishing ‘Meghalaya lottery results’ by following the information available on certain scam sites, including the conveniently-named ‘Meghalaya State Lottery’ and ‘Meghalaya State Super Lottery.’

Please note that none of these sites are reliable, although they use the official logo and look trustworthy.

In a recent probe ordered by the Director of State Lottery, this matter came into the limelight. The official has lodged a formal complaint with the police, who would further investigate the matter.

These websites are available in the public domain. They have been regularly posting ‘lottery results’ that are believed to be illegally conducted in the name of the State Government of Meghalaya.

According to the official, the Government has not nominated or approved of any individual or agency to conduct lottery in the State. Therefore, such operations are liable for penal action.

For those wondering if Government lottery would ever make a comeback in Meghalaya, in 2017, State’s Chief Minister Mukul Sangma has announced that Lotteries would soon be restarted.

He has also added that the Meghalaya Government would prefer paper lotteries over online lotteries and abide by the Lotteries (Regulation) Act 1998. This gives lottery players hope for the future.

Live Streaming of Meghalaya Lottery Draws on YouTube

A YouTube channel has surfaced bearing the name of the State Lottery of Meghalaya, which seems to publish live-streamed videos of the lottery draws every day. This is part of the scam, too. The idea is to make the operations look genuine.

However, the videos hardly show any government official operating the lottery machine. Bits and parts of videos from other State Lottery YouTube channels have been compiled and published, which explains the choppiness and partly muted audio.

I’d urge you to steer clear of such sites and channels so you don’t fall prey to scamsters. Additionally, if you come across one, report it immediately.

Can you Play Online Lottery in Meghalaya?

Currently, the State Government Lottery in Meghalaya is not available online or even offline. However, if you want to play online lottery in Meghalaya, your options are aplenty on the web.

In 2001, the Government of Meghalaya signed an agreement with a Delhi-based firm MS Associates to offer online lotteries. In September of that year, the firm was appointed Distributor of Meghalaya State Computerized Online Lottery for a tenure of 10 years.

The minimum guaranteed profit payable to the Government was fixed at ₹3 Crore per annum, which was raised to ₹12 Crore following an amendment to the agreement in 2002. MS Associates was reportedly owned by Mani Kumar Subba – former Lok Sabha Congress MP.

This agreement between the Government of Meghalaya and the firm conformed to the guidelines and parameters laid down in the Lottery (Regulation) Act 1998. Accordingly, the first-ever draw of the Meghalaya State Computerized Online Lottery was conducted in August 2002. The revenue generated in the first year was ₹12 Crore.

In 2004, the State even appointed five Distributors to organize the Meghalaya State Paper Lottery and generate additional revenue. The minimum guaranteed profit payable to the Government was fixed at ₹1.85 Crore per annum.

But in 2005, MS Associates stopped its online lottery operations and ceased functioning without paying dues amounting to ₹35.08 Crore. Till now, the money is yet to be recovered.

This matter has been noted by the Comptroller and Auditor General of India (CAG), which has also heavily criticized the Meghalaya Government for its inefficiency in resolving the matter. Post the closure of MS Associates, the paper lottery remains discontinued since 2007 as well.

Luckily, lottery players in Meghalaya need not brood over whether and when the State Government resumes the draws. As long as international lotteries are available for Indian players, it’s all vanilla!
