Delhi Lottery: Tickets, Agents, Legality, and Online Alternatives
There’s news – both good and bad – for those looking to play the Delhi lottery. The bad news is lottery is illegal in this Indian city cum Union Territory, which means no draws are organized or permitted by the Government here. The good news is you can still play lottery legally – online as well as offline!
In this article, I will answer some frequently asked questions about playing the lottery in Delhi. I’ve included the most important aspects about the sale and purchase of tickets, authorized agents, paper lotteries, online alternatives, and more right here.
Currently, no. Despite it being the country’s capital and one of the most progressive places, there is no legal lottery in Delhi – be it online or offline. There are two primary reasons.
Firstly, Delhi is among the 8 Union Territories that are administered and controlled directly by the Central Government of India. Thus, the Lotteries (Regulation) Act 1998, which gives individual States the power to form their own laws regarding permitting or prohibiting lotteries technically stands null and void here (as it is in every other Union Territory of India).
This leaves the Central Government with the responsibility of permitting or prohibiting lotteries in Delhi. But, making an exception for the city might set the wrong example for the other States and Union Territories.
Secondly, you might wonder how it is possible that Delhi has a government of its own. Well, Delhi is a Union Territory with a legislature. It has its own assembly, MLAs, and even a Chief Minister. But, unlike the States, it doesn’t have an Upper House. The Center-appointed Lieutenant Governor makes the final decisions.
In other words, Delhi enjoys partial statehood. Therefore, the Lotteries (Regulation) Act 1998 is and is not applicable to it at the same time. Moreover, if we are to go by the Delhi Public Gambling Act 1955, the term lottery has been excluded from the definition of ‘gaming,’ which does not make playing it a punishable offense.
Leveraging these ambiguities and loopholes, Delhi did come up with its own government lottery system earlier. However, presently, it has been banned because of the obvious societal threats it poses.
How to Legally Play Lottery in Delhi
Despite the ban, you can legally play lottery in Delhi by participating in…
Any legal draw run by an Indian State that permits the sale of tickets in the city
International lotteries online
You can participate in the Indian Government lottery draws in Delhi only if the sale of tickets is permitted within the capital city. For instance, Punjab State Lotteries are legal in Delhi, but Kerala State Lotteries aren’t.
However, there are usually no such restrictions on online lotteries because the organizers are almost always located abroad. All you need to do is be 18 or up, have the money to buy the tickets, and believe in luck.
You can buy lottery ticket in Delhi NCR from authorized local agents, dealers, and vendors of permitted Government lotteries in other States. A quick Google search should be enough for you to connect with the top sellers.
Online directories such as Justdial and Sulekha come in handy when you are looking for local lottery agents in Delhi. Such an agent either owns a lottery ticket shop in Delhi where he sells paper tickets or runs an e-business via which he couriers the tickets to the buyer’s address.
While the latter activity is a crime as per Indian law, the Delhi lottery bazar is full of such sellers. Lottery players in the city, too, find it more convenient to order the tickets online instead of visiting the lottery shop in person.
Be careful who you deal with! Only authorized ticket sellers are legit. For instance, if you are looking for a Punjab State lottery dealer in Delhi, make sure he has been permitted by the Lottery Department of Punjab by order of the State Government. Local service providers running illegal businesses to sell Delhi lottery tickets aren’t rare.
How to Buy Lottery Tickets in Delhi?
Follow these 5 steps to buy lottery tickets in Delhi:
Search for an authorized lottery dealer on the web.
Contact him to enquire about the mode of selling (online or offline).
Pick your preferred mode of purchase.
Visit the shop if you are buying paper tickets or order them online.
Remember to write your name on the tickets as proof of purchase.
The price of State Government lottery tickets will remain the same even if they are sold in Delhi. However, depending on your mode of purchase and the dealer you choose, there might be additional charges. For instance, if you choose to buy the tickets online, some dealers might ask you to pay the courier charges.
Can You Buy Lottery Ticket Online in Delhi?
The answer is both yes and no.
You cannot buy the lottery ticket online in Delhi to a draw organized by a State Government if the law does not permit the sale of the same. In fact, you cannot buy such tickets offline as well.
However, certain authorized sellers of permitted Government lotteries sell tickets online, which is a criminal offense but still falls in a gray area. I dare say, this is nearly legal.
If you legally want to buy online lottery tickets in Delhi, I’d recommend you to play international lotteries. Since the organizers are based in foreign countries, Indian laws do not affect them.
Tickets to such draws can be bought via lottery sites that act as concierge services. They buy the ticket on your behalf and send you a scanned copy as proof of purchase. The best part is you can even get free tickets. I’ve listed three of my favorite online lottery ticket messenger services below:
If you’re talking lotteries, there is no Lotto Delhi office as such, because there is no Delhi lottery in the first place. Lotto enthusiasts in the city often find fellow players participating in draws such as the Punjab State Lotteries, which makes them wonder if there is a government lottery office in Delhi selling paper tickets.
Hence, this search term often appears when people enquire about playing the lottery in Delhi. In my honest opinion, Lotto Delhi is nothing more than a term targeting people who are looking for lotto shoes in Delhi.
What Happened to the Delhi Government Lottery?
As mentioned earlier in the article, Delhi used to run a lottery program. However, the Delhi Government Lottery was banned in 1995 following a series of fake lottery rackets busted by the Delhi Police in association with a team of crime branch officials in 1993-94.
However, in 1999, the Delhi Government contemplated lifting the ban partially due to lack of an appeal for a stay on it. By then, the Supreme Court of India had already outlawed single-digit lotteries. The Delhi Government wanted to revive its double and triple-digit lotteries considering the associated jobs at stake. But it never happened.
Then again, in 2003 talks surfaced about reintroducing paper as well as online lotteries in the city. A major reason was neighboring Haryana’s access to online lottery, which would eventually tempt Delhiites to travel to Gurgaon and Faridabad looking to play it.
Playing the lottery was then legal in Haryana. But the Delhi Government’s plan went out the door when this gambling activity was banned in Haryana. Lottery in Delhi has remained outlawed ever since. No daily draws, no bumper lotteries. Absolutely nothing.
The Delhi Dhamaka lottery is a single-digit lottery, which is also a variant of the satta matka gambling game popular in India. Therefore, it has been outlawed nationwide. If you are caught playing it for real money or material things in Delhi (or anywhere else in the country) you would be fined and jailed.
Plenty of sites on the web publish the Delhi Gali Lottery Result regularly. You can simply visit them and check the outcome of not just this lottery, but a host of other draws as well. The list includes Satta King, Super Delhi Satta, and the likes.
All of these are variations of the satta matka game. Now, you must remember that playing satta lottery in Delhi is illegal. The sites that publish the outcome are illegal, too. The results you see on them might not be accurate or valid. Even if you win, claiming the prize and getting the money could land you in a legal soup.
Which Is the Biggest Lottery in Delhi?
Delhi does not have a government lottery of its own. Currently, Punjab is the only State with legal lotteries that permit the sale of tickets in the city. Therefore, the biggest lottery in Delhi is the Dear Maha Shiv Ratri Bumper Lottery, which is also the biggest in Punjab. The first prize is a whopping ₹5.25 Crore awarded to one winner. The minimum prize is ₹1000.
Can I Play Sikkim’s Playwin Lottery in Delhi?
You can no longer play Sikkim’s Playwin Lottery in Delhi because it has been discontinued. You cannot play the Sikkim lotteries currently available as well because the sale of tickets in Delhi is not permitted.
You cannot play the Mahalaxmi lottery in Delhi because this Punjab State lottery draw has been discontinued.
Can I Win the Lottery in Delhi?
Winning the lottery entirely depends on luck. However, if you are wondering whether you can win AND claim the prize legally, I’d say you can do that only on two occasions:
When you play an Indian Government Lottery permitted in Delhi
When you play world lottos online
Let me give you an example of each occasion.
In 2015, a Delhi man became a millionaire overnight when he won ₹1.7 Crore off a ₹200 lottery ticket in the Punjab State Mahalaxmi Deepawali Puja lottery. 34-year-old Mahesh Kumar who was then residing in Sirsa, Haryana used to buy lottery tickets every year during Diwali. Indeed, luck smiles at those who believe in it!
But if you are not too sure about Indian lotteries, you might want to try your luck in international lotteries, which have created countless winners from India. Take the example of Lingaraju D, a resident of Bangalore who won around $520,000 by playing Mega Millions Max on Lotto24/7.
In fact, I’d say, online lotteries are the best option for players in Delhi. The draws are fair, prizes bigger, and claiming a win easier. If it excites you, check out this list of top lottery sites that accept players from India:
